We are looking for a Procurement Manager for our client
Job Description
The client's BECCS project is based on a global need for negative emissions, a need emphasized in the IPCC's 2018 report on the climate goal of 1.5°C. The report reinforced the importance of carbon sinks and pointed out that even with drastic emission reductions, countries must seek solutions for carbon capture to meet the Paris Agreement. Bio-Energy Carbon Capture and Storage (BECCS) offers a promising way forward, particularly for Sweden, where political and social engagement for climate neutrality is strong. With support from EU funding and an established Swedish climate policy since 2017, BECCS represents both a local and global response to these challenges, aiming to create sustainable solutions on a large scale.
The changing Nordic energy market also underscores the need for BECCS. The client's district heating operations must now compete with low-emission alternatives such as heat pumps. To maintain its market-leading position, the client is leveraging BECCS to make district heating a model of sustainability, meeting customer and societal expectations for renewability and climate performance.
Role Description
The Procurement Manager for direct procurement is responsible for acquiring materials and services that are critical to the company's core operations but are not procured through contractors. This role reports to the Contracting and Procurement Lead.
Key Responsibilities:
- Oversees the procurement process from request to delivery, ensuring compliance with the company's guidelines and procedures.
- Supports the monitoring and oversight of procurement and contract activities against the project plan, ensuring alignment with the overall project plan.
- Selects suppliers, negotiates terms, and coordinates logistics to ensure timely delivery and quality of materials.
- Ensures accurate and timely documentation of procurement activities, including purchase orders, contracts, and supplier evaluations.
- Monitors supplier performance and ensures compliance with contract terms and quality standards.
- Collaborates with the Contracting and Procurement Lead to develop and implement procurement strategies aligned with project goals.
- Reviews and manages contractors' procurement activities for direct procurement, ensuring adherence to project specifications and company guidelines.
- Maintains effective communication with all stakeholders, including suppliers, contractors, and internal project teams, to ensure smooth project execution.
- Provides regular reports on procurement activities, supplier performance, and project status to the Contracting and Procurement Lead.
- Identifies and mitigates procurement risks, ensuring proactive measures are taken to address potential issues and maintain project continuity.
- Follows the procurement procedure according to the Procurement Plan, establishes needs, develops pre-qualification criteria, evaluates responses, and adds qualified suppliers to the bidder list.
- Manages supplier contacts by responding to bidders' inquiries, holding technical meetings as needed, obtaining final prices, and negotiating terms when necessary.
- Coordinates with other direct procurement managers to ensure compliance, streamline processes, and reduce the Contracting and Procurement Lead's span of control.
Experience
- At least 10 years of experience in procurement, preferably within the construction or infrastructure sector
- Proven experience in negotiating and managing high-value contracts, supplier selection, and supplier performance management
- Familiarity with large CAPEX projects and procurement in highly regulated environments.
- Master's degree in economics, finance, law, or a related field.
- Fluency in Swedish and English is required; additional languages are a plus.
- Deep understanding of procurement processes and best practices
- Knowledge of construction materials, equipment, and industry-specific procurement standards
- Familiarity with supplier evaluation and selection criteria.
- Strategic thinking and decision-making ability, with high integrity and ethical judgment in procurement processes
- Strong leadership and collaboration skills
- Ability to manage multiple procurement packages simultaneously while maintaining efficiency and compliance
